The first sign I saw that the police were truly using 'zero tolerance' tactics was when I witnessed two cyclists being cautioned and fined on the Mall for riding bikes on the horse path. Apparently it's against the law. The ironies are enormous- as cars thundered past I had to wonder what harm a bicycle could possibly present. And on any other day I'm sure the couple would just have been told to move out of the area without punishment. Then again, maybe they were those 'militant cyclists' I kept reading about in the papers... ;)
