The first sign I saw that the police were truly using 'zero tolerance' tactics was when I witnessed two cyclists being cautioned and fined on the Mall for riding bikes on the horse path. Apparently it's against the law. The ironies are enormous- as cars thundered past I had to wonder what harm a bicycle could possibly present. And on any other day I'm sure the couple would just have been told to move out of the area without punishment.
